Do I need approval if I am opening a business in town?

Yes

Fill out a Change of Tenancy Application supplying the requested information. The application can be found on the Engineering page underneath the Forms section. 

Once approved by the Engineering Department, you go to the Building Department to apply for a Certificate of Continued Occupancy (CCO).
