BUILDING DEPARTMENT

The Township of Springfield Building Department administers and enforces the New Jersey Uniform Construction Code (N.J.A.C. 5:23).

The Department reviews construction permit applications and plans, issues construction permits, conducts required inspections, and issues certificates upon satisfactory completion of permitted work.

Construction permits are required for most construction projects in accordance with the New Jersey Uniform Construction Code.

CONSTRUCTION PERMITS

Construction permits are required for most construction projects in accordance with the New Jersey Uniform Construction Code.

Depending upon the type and scope of the project, a construction permit may include one or more of the following subcodes:

• Building
• Electrical
• Plumbing
• Mechanical
• Fire Protection

Certain projects may also require prior approval from other Township departments, including Zoning and/or Engineering.

Do not begin work that requires a construction permit until the required permit has been issued.

If you are unsure whether a permit is required, please contact the Building Department before beginning work.

APPLYING FOR A CONSTRUCTION PERMIT

Construction permit applications must include the applicable State of New Jersey Uniform Construction Code forms and all required supporting documentation.

Depending upon the project, required documentation may include:

• Construction permit application
• Applicable subcode applications
• Construction plans
• Property survey and or site plan
• Zoning and or Engineering approval
• Grading or drainage information
• Contractor information
• Technical specifications
• Other documentation required for plan review

PLAN REVIEW & PERMIT ISSUANCE

Construction permit applications are reviewed by the applicable Subcode Officials.

Submission of a permit application does not constitute approval to begin construction.

Additional information, revised plans, technical documentation or approvals may be requested during plan review.

Once all required reviews and approvals have been completed and applicable permit fees have been paid, the construction permit will be issued.

INSPECTIONS

Required inspections must be performed throughout construction. The inspections required depend upon the type and scope of work and applicable subcodes.

Common inspections may include footing/foundation, underground work, rough inspections, insulation, fire protection and final inspections.

Please note: Inspection schedules are subject to change based upon inspector availability, holidays, emergencies, and departmental scheduling.

IMPORTANT – APPROVED PLANS & PERMIT MUST REMAIN ON SITE

The approved job-site copy of the construction permit and approved plans must remain available at the project site throughout construction and must be available to the inspector at the time of inspection.

IMPORTANT INFORMATION FOR PROPERTY OWNERS & CONTRACTORS

Property Identification

The street address/house number must be conspicuously displayed and visible from the street.

Changes to Approved Plans

Changes to approved construction plans may require revised plans or other documentation to be submitted and approved before the changed work is performed. Please contact the Building Department before proceeding with work that differs from the approved plans.

Keep Your Permit Active

Property owners and contractors are responsible for ensuring that required inspections are requested and completed. All required final inspections should be completed so the permit can be properly closed.

FINAL INSPECTIONS & CERTIFICATES

When permitted work has been completed, all applicable final inspections must be requested.

Depending upon the scope of the project, final inspections may be required for Building, Electrical, Plumbing/Mechanical and/or Fire.

Projects requiring a final site inspection must also coordinate with the Township Engineering Department, as applicable.

Following completion and approval of all required inspections and other applicable requirements, the appropriate certificate may be issued, including:

• Certificate of Occupancy
• Certificate of Approval
• Certificate of Continued Occupancy
• Temporary Certificate of Occupancy

A project should not be considered complete until all required inspections have been performed and the appropriate certificate has been issued.

SDL PORTAL / SCHEDULE AN INSPECTION

The Township of Springfield provides online access to Building Department information through the SDL Portal.

Residents and contractors may use the portal to request inspections, view available inspection dates, check permit information and access other available property information.

SCHEDULE AN INSPECTION

To request an inspection, please email building@springfield-nj.us or use the SDL Portal to submit your inspection request online.

When requesting an inspection, please provide:

• Property address
• Permit number
• Type of inspection requested
• Name and telephone number of the site contact

Once your inspection has been scheduled, please make sure the project is ready and accessible for the inspector.
