NOTICE TO BIDDERS
NOTICE is hereby given that sealed bids for an EMERGENCY GENERATOR in the TOWNSHIP OF SPRINGFIELD, UNION COUNTY, NEW JERSEY will be received at the TOWNSHIP OF SPRINGFIELD, Municipal Clerk’s Office, 100 Mountain Avenue, Springfield, New Jersey on Wednesday April 05, 2017 at 10:00 a.m. prevailing time.
The Contractor is to furnish all labor, materials and equipment required for the installation of a new Generator in the Township of Springfield. The new generator is to be provided for the Raymond Chisholm Community Center located at 200 S. Springfield Avenue. The installation shall include modifications as required to the existing power distribution systems, modifications to the existing gas distribution to serve the new generator and new structural supports for the new equipment. Work shall include all conduits, wires for power and control wiring and all interconnections for a complete operational system, all in accordance with the form of proposal, contract, drawings and specifications prepared by Greenman-Pedersen, Inc., 400 Rella Boulevard, Suite 207 Montebello, NY 10901.
Work under this Contract must be completed within ninety (90) days from date of award of contract. Prospective contractors must be aware of the completion requirements as they prepare their bids.
Contract Documents, comprised of Plans including Specifications, have been filed in the office of the Clerk of the TOWNSHIP OF SPRINGFIELD and may be inspected by prospective bidders at the office of the Engineering Department of the Township of Springfield, 100 Mountain Avenue, Springfield, New Jersey 07081 during business hours.
Contract Documents will be made available on Thursday March 9, 2017. Bidders will be furnished with a copy of the Contract Documents at the Municipal Clerk’s Office on proper notice. A non-refundable payment of fifty ($50) dollars per set is required payable to “Township of Springfield”.
A pre-bid meeting will be held on Thursday March 23, 2017 at 10:00 AM at the Raymond Chisholm Community Center located at 200 S. Springfield Avenue, Springfield, NJ, 07081. Attendance at this meeting is non-mandatory but encouraged..
Bidders are notified that they must comply with the New Jersey Prevailing Wage Act (Chapter 150 of the Laws of 1963, as amended) and that award will not be made to any bidder whom the Commissioner of Labor and Industry does not certify.
Bids shall be submitted on the forms provided, in the manner designated therein and required by the Specifications. They must be enclosed in sealed envelopes, bearing the name and address of the bidder and the name of the project on the outside, addressed to the Municipal Clerk, TOWNSHIP OF SPRINGFIELD, UNION COUNTY, NEW JERSEY, and must be accompanied by a certified check, cashier’s check, or bid bond in the form provided of not less than 10% of the amount of bid. Said check or bid bond may not be less than $500 nor shall it be more than $20,000 and must be accompanied by a Consent of Surety statement in the form provided from a Surety Company stating that the Surety Company will provide the bidder with a bond for 100% of the Contract amount in the event that the Contract is awarded to the bidder. A Non-Collusion Affidavit and a Record of Recent Contract Awards must also accompany the proposal on the forms provided.
PROPOSAL FORMS SHALL NOT BE REMOVED FROM THE FORM OF PROPOSAL. PROPOSALS MUST BE MADE UPON THE BLANK FORMS PROVIDED AND SUBMITTED IN THE BOUND BOOK, WHICH SHALL BE LEFT WHOLE AND INTACT IN EVERY RESPECT.
Bidders must have at the time of bid, a Business Registration Certificate issued by the New Jersey Department of Treasury.
Bidders are required to comply with the requirements of NJSA 10:5-31 et seq. and NJAC 17:27 for an affirmative action program for equal employment opportunity.
If awarded a contract, your company/firm will be required to comply with the requirements of NJSA 10:5-31 et seq. and NJAC 17:27.
Bidders must also comply with the requirements of P.L. 1977, Chapter 33 amending the Local Public Contracts Law. Bidders must submit a statement setting forth the names and addresses of all the stockholders in the corporation or members of the partnership who own ten percent (10%) or more of its stock, or have a ten percent (10%) or greater interest in the case of partnership.
No bid may be withdrawn for sixty (60) days after the opening of bids. A Contract will be awarded to the lowest responsible bidder or all proposals will be rejected within sixty (60) days after the opening of bids.
The Mayor and Township Committee of the TOWNSHIP OF SPRINGFIELD reserves the right to reject all bids, to reject unbalanced bids, and to waive any informality in any bid.
