Notice to Bidders: Credit/Debit Card Payment Services

NOTICE IS HEREBY GIVEN that sealed bids for CREDIT/DEBIT CARD PAYMENT SERVICES in the TOWNSHIP OF SPRINGFIELD, UNION COUNTY, NEW JERSEY will be received at the TOWNSHIP OF SPRINGFIELD, Municipal Clerk’s Office, 100 Mountain Avenue, Springfield, New Jersey on Wednesday, September 6, 2017 at 10:00 a.m. prevailing time at which time and place bids will be opened and read in public for.

The Township, through this Request for Proposal (RFP), seeks to retain the services of qualified firm to supply, deliver and install a complete electronic credit/debit card payment service, including all processing, reporting, credit verification and ticket transaction services.

Contract Documents, comprised of Specifications, have been filed in the office of the Clerk of the TOWNSHIP OF SPRINGFIELD and may be inspected by prospective bidders at the office of the Finance Department of the Township of Springfield, 100 Mountain Avenue, Springfield, New Jersey 07081 between the hours of 8:30 a.m. and 4:00 p.m. Digital Contract Documents will be made available on the Township website on Friday, August 4, 2017 at no cost.

Bids shall be submitted on the forms provided, in the manner designated therein and required by the Specifications. They must be enclosed in sealed envelopes, bearing the name and address of the bidder and the name of the project on the outside, addressed to the Municipal Clerk, TOWNSHIP OF SPRINGFIELD, UNION COUNTY, NEW JERSEY.

PROPOSAL FORMS SHALL NOT BE REMOVED FROM THE FORM OF PROPOSAL. PROPOSALS MUST BE MADE UPON THE BLANK FORMS PROVIDED AND SUBMITTED IN THE BOUND BOOK, WHICH SHALL BE LEFT WHOLE AND INTACT IN EVERY RESPECT.

Bidders are notified that they must comply with the New Jersey Prevailing Wage Act (Chapter 150 of the Laws of 1963, as amended) and that award will not be made to any bidder whom the Commissioner of Labor and Industry does not certify. Bidders must have at the time of bid, a Business Registration Certificate issued by the New Jersey Department of Treasury. Bidders are required to comply with the requirements of NJSA 10:5-31 et seq. and NJAC 17:27 for an affirmative action program for equal employment opportunity. Bidders must also comply with the requirements of P.L. 1977, Chapter 33 amending the Local Public Contracts Law. Bidders must submit a statement setting forth the names and addresses of all the stockholders in the corporation or members of the partnership who own ten percent (10%) or more of its stock, or have a ten percent (10%) or greater interest in the case of partnership.

No bid may be withdrawn for sixty (60) days after the opening of bids. A Contract will be awarded to the lowest responsible bidder or all proposals will be rejected within sixty (60) days after the opening of bids.

The Mayor and Township Committee of the TOWNSHIP OF SPRINGFIELD reserves the right to reject all bids, to reject unbalanced bids, and to waive any informality in any bid.
