Public Notice: Request for Proposals for Grant Writing Services


The Township of Springfield has adopted the Fair and Open Process of the Pay-to-Play Law (N.J.S.A. 19:44A-20a, et seq.) in its request for proposals and awarding goods and services contracts with an annual value in excess of $17,500.00. Proposals will be evaluated by the governing body of the Township of Springfield on the basis of the most advantageous, price and other factors considered. The evaluation will consider:

a. Experience and reputation in the field;

b. Knowledge of the community and the subject matter to be addressed under the contract;

c. Availability to accommodate any required meetings;

d. Compensation proposal;

e. Other factors if demonstrated to be in the best interest of the town.

In addition to the above criteria, the Township of Springfield may consider the following criteria, where applicable, in order to evaluate the proposal:

a. Assurances of performance;

b. Vendor’s financial ability and strength to meet its obligations;

c. How the costs compare to other proposals;

d. If available, are suitable warranties and guarantees available

To this end the Township of Springfield is seeking proposals for the following:


A. Initial evaluation of the town’s current funding procurement efforts; including meeting with all necessary personnel to determine funding goals

B. Notification of all available and potential governmental and non-governmental funding opportunities

C. Research, preparation, submission and all follow up including appropriate legislative support of all funding applications

D. Meet with all appropriate legislative and government officials on the town’s behalf pertaining to any grant and funding services

E. Any other services the town may require including but not limited to attendance at governing body meetings

F. A minimum of two years experience providing these services to municipalities.

Proposals are due by Tuesday, March 13, 2018, by 2 p.m. and may be emailed to Proposals may also be mailed to the attention of the Clerk, 100 Mountain Avenue, Springfield, NJ 07081, but MUST be received prior to scheduled time of proposal opening. All envelopes should be clearly marked “Proposal for Services – Grant Writing Services”.
